There are conditions that must be met to move to a level 2 city.
- Your alliance has occupied a Lvl 2 Transport Node that connects to that city. Each transport node is connected to a different city.
- You have at least 1 Entry Permit.
- The Lvl 2 city gates were already open
Go to events > teleport unlocked > and press ? To check requirements to move to another city.
