The second way
Stage 1. Make an elite ninja
First, click the circle in the middle and select the ninja you want to make into a kage ninja.
Then click the circle above and select 2 ninjas that are the same and have the same attributes. The ninja in the middle will become an elite ninja.
(Elite ninja have triangles in their attributes)
*The attribute is written in Japanese symbol (see image below, marked with a circle)

2nd stage. Make ninja to kage
The second stage, click the circle in the middle and select the elite ninja who want to be the kage. Then click the circle above with the same elite ninja with different attributes.
